The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.

This fascinating volume is a compilation of case after case of ethical and legal breaches of federal law and/or federal ethics regulations. The volume is divided by the category of the violation. For example, a few of the sections are: abuse of power, bribery, conflicts of interest, fraud, misuse of government resources, and travel violations. There is no overarching narrative or any analysis of the cases. Instead, the cases are presented briefly and succinctly (often no more than a paragraph per case, with the lengthier cases seldom stretching more than two pages). The introduction (itself less than a page) draws attention to the fact that the violations detailed often resulted in jail time, fines, or termination of employment. It seems to me that the function of the encyclopedia is to let the cumulative effect of reading several cases speak the implicit lesson: "Here are people who violated the law, and here's what happened to each of them; don't let this be you."

It is worth noting, also, that this compilation is regularly updated by the Department of Defense with newer cases (most recently in July 2013), and can be found for free online from the DoD. If you already have this 2009 volume, there is also a DoD document which lists just the updates, so you don't have to go digging for the new entries.
